§ 16.28.100 PRIVATE UTILITIES FACILITIES.
   (A)   Telephone and electric facilities shall be required and shall be placed underground. Other private utilities, such as, but not limited to communications and cable television, if installed, shall be placed underground. The subdivider shall make the necessary arrangements with the respective utilities companies, and shall be responsible for the installation of such facilities.
   (B)   For the purpose of this section, appurtenances and associated equipment such as, but not limited to surface mounted transformers, pedestal-mounted terminal boxes and meter cabinets, and concealed ducts in an underground system, may be placed aboveground with the approval of the City Engineer and the private utility.
   (C)   This section shall not apply to private utilities facilities which do not provide service to the area being subdivided, nor to high voltage transmission lines transmitting electricity of 50,000 volts or more.
   (D)   The city may waive or modify the requirements of this section if topographical, soil or other conditions make such underground installations unreasonable or impractical.
