(A) The Commission shall review the tentative map and accompanying data, and the reports of said agencies and departments. Within 50 days after the tentative map has been filed, unless such time is extended by mutual consent with the subdivider, the Commission shall report in writing to the subdivider and to the Council its recommendations for approval, conditional approval or disapproval of the tentative map. At the same time the Commission shall designate the improvements which will be required under the provisions of Chapter 16.28 before approval of said map.
(B) Said report to the Council shall contain the reports of said agencies and departments, if such latter reports are at variance with the recommendations of the Commission.
(C) A copy of all official actions on the tentative map shall be affixed to the official file copy of such map in the records of the Commission.
