(A) If the Planning Commission denies approval of a revised interim management plan, the operator may appeal that action to the City Council by filing written notice of appeal with the City Clerk within ten days of the Commission's denial.
(B) The City Council shall schedule a public hearing on the appeal of an interim management plan denial within 45 days of the filing of a timely appeal. The City Council shall render a decision on the interim management plan at the conclusion of the public hearing, unless the appellant consents to a longer period.
