§ 15.30.040 REQUIREMENTS FOR SURFACE MINING OPERATION.
   Except as provided in § 15.30.050, every owner or operator of a surface mining operation shall perform all of the following actions with the city in the manner prescribed by this chapter: (1) obtain a surface mining permit; (2) obtain approval of a reclamation plan; and (3) secure and maintain financial assurances.
