Section 3202 of the Building Code is added to read as follows:
Section 3202 - Encroachments. Whenever it is desired to alter, improve or repair the exterior face of a building by the addition of stucco or other material to a wall fronting upon a street and located at the property line, and where such alteration, improvement, or repair would result in the extension or projection of such building into the right-of-way, the Building Official may issue a permit authorizing such alteration, improvement or repair; provided, however, that in no case shall such building extend or project more than six inches (6") into the right-of-way.
