The Administrative Code is amended by adding a new Subsection 310 to read as follows:
Section 310 - Post Disaster Safety Assessment.
310.1(a) Purpose and Scope. The purpose of this section is to establish procedures for performing safety assessments and posting buildings following a natural or man-made disaster resulting from wind, storm, earthquake, floods, wild fire, explosion or similar event.
The provisions of this section shall apply to all buildings and structures regulated by the Building Code following a natural or man-made disaster.
(b) Posting of Buildings. Following a natural or man-made disaster, the Building Official shall cause buildings and structures within the city of Monrovia to be inspected in order to determine whether such buildings or structures may continue to be occupied. For this purpose, one of three placards as listed below shall be used.
310.2 Placards shall be as follows:
310.2.1 INSPECTED - Lawful Occupancy Permitted. To be posted on any building or structure wherein no apparent structural hazard has been found. The INSPECTED placard is not intended to imply that a building or structure is undamaged, merely that there is no apparent structural hazard.
310.2.2 RESTRICTED USE. To be posted on each building or structure that has been damaged wherein the damage has resulted in some form of restriction to the continued occupancy.
310.2.3 UNSAFE - Do Not Enter or Occupy. To be posted on each building or structure that has been damaged such that continued occupancy appears to pose a threat to life safety. Buildings or structures posted with this placard shall not be entered under any circumstances except as authorized in writing by the Building Official. This placard shall not be considered as a demolition order.
310.2.4 Placards. The Building Official shall prescribe the form to be used for each placard considering the wording and format of placards in general use in California.
310.2.5 Removal of Placards. It shall be unlawful for a person, firm or corporation to remove, alter, or cover any placard once posted until authorized to do so by the Building Official.
310.2.6 Deputies. Duly registered Disaster Service Workers who are qualified by experience and training are hereby deputized for the purpose of performing safety assessments and posting buildings on behalf of the city of Monrovia within the purpose and scope of this section.
310.2.7 Standard of Performance. The “Procedures for Post Earthquake Safety Evaluation of Buildings” commonly referenced as “ATC-20,” developed for the Governor’s Office of Emergency Services, shall serve as a standard reference for performing post-disaster safety assessments for earthquake-damaged buildings and structures. ATC-20, so far as applicable, shall be used to assess damage from other natural or man-made disasters.
