In addition to any citation authority conferred by applicable law, any employee or officer of the Public Services Department designated by the Director, the Fire Department or the Police Department shall have the power and authority to issue an administrative citation in accordance with Chapter 1.17 of the code if he or she determines that a violation of this chapter has occurred. Such employee or officer shall have the authority to determine whether the violation shall be punishable as an infraction, a misdemeanor, or as an administrative citation.
