The City Council may, and upon the petition of the owners of a majority of the frontage upon any street, shall, adopt plans prescribing the kind, age, size and location of trees that may be planted in the parkways upon any or all of the streets of the city, and the Council may refer such matters to the City Planning Commission for a recommendation thereon before determining the same. The Council may, if in its discretion it deems the same necessary for the beautification of any street, remove any and all trees that may be in such parkways or in any parkway, and require the same to be replaced by trees that conform to the plans for such street, and shall have complete control of all such trees.
