The growth or existence upon the sidewalk of any public street, or upon any premises abutting thereon, of bushes, hedges or trees, or any other type or kind of obstruction, which in any manner interfere with or obstruct the passage of pedestrians or vehicles along any such sidewalk or street, or the use of such street for parking, movement or other vehicular uses are each hereby declared to be a nuisance.
