(A) It shall be unlawful for any person to violate the provisions of this chapter. A violation of this chapter shall be punishable under the administrative citation procedures set forth in § 1.17.050. The fine imposed for a particular violation shall be in the amount set forth in the administrative citation schedule established by resolution of the City Council pursuant to § 1.17.060. The City Manager or his/her designee has primary responsibility for enforcement of this chapter.
(B) All fines collected pursuant to this chapter shall be deposited into the Solid Waste Management Fund to assist the city with its costs of implementing and enforcing the requirements of this chapter.
(C) Notwithstanding the foregoing, the city shall not issue an administrative citation to any store that violates any provision of this chapter prior to January 1, 2015. During said period, city staff shall provide education regarding the requirements of this chapter and issue written warnings to stores that violate any provision of this chapter.
