The eradication of graffiti from private property shall be subject to the following regulations:
(A) The City Manager or his representative is authorized to order the removal by city forces of any such graffiti or inscribed material deemed to be obnoxious pursuant to the provisions of § 8.20.010.
(B) No graffiti shall be eradicated by city forces unless the owner of the structure has signed a form approved by the City Attorney indicating the owner's consent to said removal.
(C) The eradication shall be limited to the graffiti or other inscribed material, and nothing in this chapter shall be construed as authorizing the painting or repair of a larger area.
(D) Should the City Manager or his or her representative desire to cause the eradication of any graffiti not meeting the standards of § 8.20.010, the Manager shall cause the questions to be presented to the City Council for its determination as to whether the particular graffiti is obnoxious and should be eradicated.
