It shall be unlawful for any person, firm, partnership or corporation to violate any provision or to fail to comply with any of the requirements of this chapter or the codes or portions thereof hereby adopted. Any person, firm, partnership or corporation violating any provision of this chapter or the codes or portions thereof hereby adopted or failing to comply with any of the requirements set forth therein shall be deemed guilty of a misdemeanor and subject to the penalties set forth in Chapter 1.16 of this code.
