§ 6.32.010 UNLAWFUL HOLDING OR RETAINING POSSESSION OF DOGS.
   It shall be unlawful for any person not the owner thereof, and without the consent of the owner thereof, to hold or retain possession of any dog for a longer period than 24 hours, unless such person shall report the same with a full and correct description of the dog, to the Animal Control Officer.
