§ 6.12.020 FEES.
   (A)   The annual fees payable for the tag shall be the sum of $1, and for the license certificate, the amount fixed from time to time by resolution of the City Council. The annual fees required by this section in the year of acquisition shall not be prorated and shall be due and payable each year on or before the anniversary of licensing.
   (B)   Any resident pet owner normally subject to licensing fees as described in division (A) of this section shall not be assessed such license tag or certificate fees upon application to the Animal Control Division for an exemption based upon the following criteria:
      (1)   Attain age of 62 years old or qualify for handicapped status as defined by state criteria;
      (2)   Income status falls within the lower income limit guidelines as provided by the county;
      (3)   The animal to be licensed is spayed or neutered and the owner must show proof thereof.
