(A) Whenever a power is granted to or a duty is imposed upon the Animal Control Officer, the power may be exercised or the duty may be performed by a deputy of the officer or by a person authorized pursuant to law, by the City Manager, unless otherwise expressly provided to the contrary by this law.
(B) Any act which shall or may be performed pursuant to this law may be performed by any other person, firm or agency upon authority granted by motion of the City Council.
