§ 3.26.060 PLANS AND SPECIFICATIONS.
   The City Council shall adopt plans, specifications, and working details for all public projects exceeding the amount specified in § 3.26.020(B)(3). Any person may examine the plans, specifications, or working details, or all of these, adopted by the public agency for any public project.
