The purpose of this Committee is as follows:
(A) To eliminate any unnecessary waste of time and money on the part of both applicants and city officials when the magnitude of the application or relief requested does not warrant major or extensive consideration, and where the probability is high that the application would not be controversial;
(B) To ensure that residential, commercial and industrial development in the city will be compatible with the architectural character and scale of developments in the immediate area;
(C) To provide a potential applicant with a means of having a proposed development concept reviewed prior to submitting a formal application.
