§ 2.52.070 APPEALS TO THE CITY COUNCIL—PROCEDURES—TIME LIMITATIONS—COSTS.
   Any person may appeal the decision of the Commission made with respect to any application for a variance or conditional use permit by filing, within ten days after such decision, an application for a hearing by the Council in the following manner:
   (A)   Applications shall be on forms provided by the city;
   (B)   The grounds for consideration and decision by the Council shall be specified in the application; the Council, upon receipt of the appeal, shall set the matter for public hearing in the same manner, as public hearings are set by the Commission; following the hearing the Council shall affirm, reverse or modify the decision of the Commission.
   (C)   A uniform fee set by Council resolution shall be paid to the city upon the filing of each appeal.
