(A) The Planning Commission shall function under and pursuant to the provisions of Cal. Gov't Code §§ 65000 et seq. and all amendments thereto, and powers and duties of the Commission shall be such as may be authorized by the provisions of state law and this code.
(B) The Planning Commission shall have those powers necessary to enable it to fulfill and carry out its planning function as provided in this code.
