There is hereby created and established a city Planning Commission to be known as the “Planning Commission of the City of Monrovia,” none of whom shall be officers or employees of the city; one member of the City Council to be selected by the Mayor with the approval of the City Council, and the City Attorney shall serve the Planning Commission in an advisory capacity and shall attend all meetings of the Planning Commission. The members of the Planning Commission shall be appointed by the Mayor with the approval of the City Council. All members of the Planning Commission shall be residents of the City of Monrovia.
