(A) Within the limitations of funds appropriated in the annual budget, the City Manager may designate such employees of the city as the City Manager determines necessary to assist the Commission. Such employees shall be responsible solely to the City Manager.
(B) Employees of the city, designated by the City Manager to perform work for the Community Services Commission, shall provide assistance to and work in harmony with the Commission to the end that the policies of the city, as specified by the City Council, are carried out. However, any specific orders or instructions to such employees shall be channeled through the City Manager and through the appropriate administrative personnel of the city.
