§ 2.48.040 POWERS AND DUTIES—OFFICERS—PROCEDURES.
   (A)   Powers and duties. The Commission shall serve the City Council in an advisory capacity and cooperate with other governmental agencies and civic bodies with regard to programs under the jurisdiction of the Department of Community Services, including but not limited to manpower programs, human services programs, leisure programs, and park programs. The Commission shall cooperate with members of the city staff in preparing and periodically updating information concerning the adequacy of these programs in meeting the needs of the persons to whom they are directed, and shall cooperate in collecting information pertinent to the open space element of the general plan of the city. It shall review proposals and budgets submitted to and prepared by the city staff for presentation to the City Council.
   (B)   Officers. The Commissioners shall annually select from among their membership, a Chairperson, Vice- Chairperson and a Secretary who shall, in addition to their regular duties as Commissioners, perform those functions that are usually and ordinarily assigned to such officers.
   (C)   Rules of procedure. The Community Services Commission service may adopt rules for the transaction of business but unless so adopted, the procedure set forth in Robert's Rules of Order, current edition, shall prevail. Generally, it is intended that the Commission's meetings operate on an informal basis. The Secretary shall keep an accurate record of all the proceedings of the Commission, which records shall be public and at all times available in the City Hall.
   (D)   Meetings. The Commission shall hold meetings, the frequency, date and time thereof to be established by the resolution of the Commission, but in no event less than once a month. Special meetings may be held any time upon the request of the majority of the Commissioners upon the giving of reasonable notice. All meetings shall be conducted in the Community Center unless a majority of the Commission consents to a meeting elsewhere. The Commission should hold neighborhood meetings throughout the city where the agenda subject matter makes such action appropriate. A majority of the total membership of the Commission shall constitute a quorum at all business of the Commission.
   (E)   Committees. The Commission may as it deems necessary appoint subcommittees of its members to perform designated functions.
