(A) All boards, commissions and committees of the city shall meet in the Council Chambers of City Hall, except as follows:
(1) The Community Services Commission shall meet in the Community Center.
(2) The Disaster Council may meet in the Council Chambers or in any other facility specially provided for the Disaster Council.
(3) Upon approval of a majority of its members, a board, commission or committee of the city may meet at a place other than its regular meeting place when necessary to the conduct of its business, provided the meeting is convened and held in compliance with the Ralph M. Brown Act (Cal. Gov't Code §§ 54950 et seq.).
(B) This section shall not apply to the Library Board.
