The Monrovia Disaster Council is hereby created and shall consist of the following:
(A) The Mayor, who shall be the Chairperson;
(B) The Director of Emergency Services, who shall be Vice-Chairperson;
(C) The Assistant Director of Emergency Services;
(D) The city department heads identified as comprising the policy group in the city Multi-Hazard Functional Emergency Plan, adopted pursuant to this chapter;
(E) Such representatives of the American Red Cross, local hospitals and the Monrovia Unified School District as may be appointed by the Director with the advice and consent of the City Council.
