Consumers shall not turn the water on or off at the curbcock, and the same shall be done only by waterworks employees. All service pipes must have a stopcock and wastecock placed between the curb and the premises for an inside meter or between the outside meter and the consumer's premises in order to shut the water off, to drain pipes; to keep the service pipes from freezing; or to make repairs.
