The town shall hereby assess storm water user fees from each property owner for the operation and maintenance of the storm water system. Such fees shall be assessed in the amount of $2.96 from each property owner, but the Town Council shall have discretion to modify said fees in the event that the Town Council, in its complete and sole discretion, determines that the operation and maintenance of the storm water system requires it.
