It shall be unlawful for any person wilfully to give or make a false alarm of fire or watch, or to employ any bellman or use or cause to be used any bell, horn, bugle, or other sounding instrument, or to employ any device, noise or performance, tending in either case to the collecting of persons on the streets, sidewalks or other public places to the obstruction of the same, or for any purpose whatever.
