For purposes of this chapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
"JUNK MOTOR VEHICLE." Any motor vehicle, snowmobile, all-terrain vehicle, golf cart, dirt bike, go kart, or parts of any motor vehicle which is not in a garage or other building and:
(1) Does not bear a currently valid and legal registration; or
(2) Is not operable; or
(3) Is in such a deteriorated condition that it poses a threat to the public health or safety.
