It shall be unlawful for any person, other than the Street Commissioner, Municipal Engineer, or other authorized person, to paint any sidewalk surface with permanent liquid or spray, or other paint material unless a permit to paint the sidewalk has been obtained from the Town Council of Monroeville prior to commencement of the painting.
