All businesses, and individuals residing in housing complexes containing more than three residences, including the mobile home park, hereinafter called "other citizens," will not be serviced by the contract awarded by the town. Such other citizens will be free to enter into a contract with any desired disposal contractor but must take all steps to dispose of their refuse and waste in a manner no less sightly, healthful, and frequent than that done by the town through its refuse and waste disposal contractor.
