§ 51.18 MULTIPLE DWELLINGS.
   (A)   Service pipes intended to supply two or more distinct premises or tenants can be provided with a separate stopcock and a separate meter for each customer, with the minimum charge applicable to each meter when consumption is minimum or under. Where only one stopcock is used, the owner of the premises shall pay the water rate for the parties who are thus supplied. Upon failure of anyone to pay the water rates when due, or to comply with the rules and regulations of the water system, the supply of water will be withheld without any liability on the part of the town to any of the parties.
   (B)   The Waterworks Department may require at its discretion that separate customers in apartment houses or commercial buildings with four or less consumer quarters or family units, and in double houses, duplex flats, or trailer parks be metered separately in cases where one meter is presently installed and consumption is less than the combined minimums for all consumers. Upon notification of this requirement, the customer or property owner shall realign piping at his expense to facilitate installation of separate meters. Until he accomplishes such a realignment, the monthly billing shall not be less than the combined minimum of all the separate customer units served. If the customer fails to realign within a reasonable period of time after such notice, the Waterworks Department may, at its discretion, levy an additional surcharge, not to exceed 15%, on the combined minimum monthly billing.
