§ 51.16 WATER METERS.
   (A) For the purpose of this section, "PREMISES" shall mean all buildings or divisions under one common roof, owned by one party. When all dwellings or buildings are owned by one party and supplied through one service pipe from the main, one or more meters may be placed on the service pipes leading into those premises. All charges will be billed to each rental unit or customer served, or, at the discretion of the Waterworks Department, to the owner of the premises. If the charges are billed directly to the rental unit or customer (and not the owner), the owner will, in the absence of the owner's written guaranty, remain liable for such charges if the rental unit or customer fails to pay, but not in excess of three successive months' charges for such rental unit or customer without notification to owner. If the Water Utility requires the owner's written guaranty, the owner will be liable for all unpaid charges.
   (B)   All services shall be metered. The size of the meter to be used shall be determined by the Superintendent or other person in charge of the waterworks.
   (C)   All water shall be installed outside in tiles or inside a consumer's premises in the location and manner as selected by the Waterworks Superintendent. Any refusal by the prospective user to agree to meter location or installation which would serve the best interest of the town, shall at the option of the Town Board of Trustees, be sufficient reason to refuse water service until these requirements are met.
   (D)   Meter deposits shall be required of new consumers before water service will be allowed and shall be in the amount of $35. This deposit will be refunded upon discontinuance of service and payment of water bills in full.
   (E)   Any changes in the service pipes or fixtures that may be necessary to set the meter properly to avoid freezing, and to make all water used on any premises pass through the meter, shall be made at the expense of the property owner or consumer, and the cost thereof shall be paid before the water is turned on.
   (F)   Where meters are set in basements or cellars, the consumer will be required to keep the surrounding area of the meter clean and within easy access, and shall protect the same from freezing or injury.
   (G)   If any meter is out of order and fails to register the quantity of water passing through the same, the consumer may be billed for water consumed on the average of billings for the last six months before the meter failed to register properly.
