909.08 CHANGE OF CIRCUMSTANCES REVIEW.
   (a)   In addition to reviews conducted pursuant to Sections 909.02 and 909.03 of this Chapter of the Codified Ordinances, the Village Administrator is authorized to conduct a review of the need for sidewalk installation and/or repair if either of the following circumstances exist:
      (1)   Application is made for a building permit for any new construction located within the Village; or
      (2)   Upon the transfer of ownership of any property located within the Village in conjunction with a sale or transfer of said property for value.
   (b)   If it is determined that the need for installation and/or repair exists, notice to the property owner shall be given pursuant to Sections 909.01 et seq. of this Chapter.
