(a) No person shall cut, break, prune, remove or injure any tree or portion of a tree planted or growing in any public street or highway, or cause, authorize or procure any person to cut, break, prune, remove or injure any such tree or portion thereof without a written permit therefor from the Superintendent of Streets.
(b) Any person, firm or corporation desiring to cut, remove, prune or trim any tree abutting any public street or highway to preserve the tree or other trees from disease or insects may apply to the Superintendent of Streets for a permit to cut such tree. If, in the Superintendent’s judgment, the desired cutting, pruning, removing or trimming appears necessary and the proposed method and workmanship meets with his approval, the Superintendent may issue a written permit for such work. Work done under the permit must be in strict accordance with the terms thereof and under the supervision of the Superintendent.
(c) This section shall not restrict the duty of any person to trim trees as required by Section 557.01.
