931.08 CREDITS.
   (a)   Property owners who have installed storm water facilities that exceed the Village's minimum design standards for storm water facilities may be eligible for an ERU calculation credit on their total monthly bill.
   (b)   In order to be considered for an ERU credit, applicants must apply to the Director on the prescribed application form accompanied by a storm water report with calculations included that have been prepared by a licensed engineer in the State of Ohio, in addition to the applicable fee and deposit.
   (c)   The Storm Water Director shall have not less than thirty (30) days to review such credit application and make a determination. If an applicant disagrees with the Director's determination he/she may appeal such decision pursuant to the appeal process delineated in Section 931.07.
   (d)   In order for an awarded credit to be maintained, the property owner shall certify annually that such conditions for which the credit was granted have been adequately maintained. The Director and/or his/her designee reserve the right to enter upon the property to inspect such facilities. Adequate maintenance of such facilities may include but are not limited to the clearing of detention basin vegetation and debris, repair of leaking storm water lines, etc.
