The enforcement officer, on routine inspection or upon receipt of a complaint, may, after receiving permission or obtaining a valid warrant, enter upon private property to investigate a suspected violation of this subchapter and record the make, model, style, identification numbers, situation, and condition of junked motor vehicles found on the property.
