§ 71.23 SPECIAL EVENTS.
   In accordance with G.S. § 20-169, the City Council shall delegate to the City Manager the ability to approve applications for special events within the city that may require the closure of state highways within the city under the jurisdiction of the North Carolina Department of Transportation. The City Manager may further delegate this authority to his or her designee. If the City Manager or his or her designee approves the special event, the city shall place signs giving notice of the special event in accordance with G.S. § 20-169. Each approval by the City Manager or his or her designee shall be considered the same as if the City Council approved the special event by ordinance. The approval of a special event signifies that the city accepts responsibility for the special event and assumes liability for the special event, to the extent permitted by law, as it relates to any damage caused to any state highway closed in accordance with this section.
