The streets, or parts thereof, described in a schedule on file in the office of the City Clerk, hereby incorporated herein, are hereby designated as school loading and unloading zones, and no person shall stop, stand or park a vehicle therein for any purpose other than the expeditious loading or un-loading of school passengers, and then only for a period not to exceed ten minutes.
