In residential areas and other areas where parking spaces are not marked on the pavement and not designated as “no parking“ zones, all vehicles shall be parked parallel to the curb or the edge of the pavement and as far to the right of the centerline as possible, leaving at least 16 feet of clear unobstructed roadway for the safe passage of other vehicles. At no time may a vehicle be directly across the street from another vehicle unless there will be 16 feet of roadway open between the two vehicles.
