§ 71.09 BLOCKING OF FLOW OF TRAFFIC ON STREET BY RAILROAD.
   It shall be unlawful for any person to cause, suffer or permit any railway engine, train, freight or passenger car or other conveyance in use by any railroad company to block the normal flow of vehicular traffic upon any of the public streets of the city, in any manner whatsoever other than proceeding in a continuous forward direction, for a period of more than ten consecutive minutes.
