(A) The city shall treat its citizens in a fair and indiscrimianate manner, while recognizing the distinct needs and requirements of each customer. To provide uniformity of service, the city has adopted a City Customer Service Policy on February 2, 1993, and an Electric Service Policy on July 5, 1994. These most recently adopted policies will serve as a reasonable response to customer needs while meeting the requirements of good utilities business practices for the city.
(B) The city also shall adhere to all the rules and regulations of the Natural Gas Pipeline Safety Act of 1968 as published in Title 49, Code of Federal Regulations, Parts 190, 191, and 1992, as amended, and the applicable portion of the General Statutes of North Carolina. Further, all operations are prefaced upon safety for the public and employees alike.
