(A) Whenever by this or any other subchapter any loading or unloading is prohibited on designated streets, there shall be appropriate signs giving notice thereof and no such regulations shall be effective, unless such signs are erected and in place at the time of any alleged offense.
(B) The fact that a no loading or unloading sign is in place at any point within the city shall be prima facie evidence that the locality thereof is within a no loading or unloading zone.
