§ 36.41 PREAMBLE.
   In order to protect the health, safety, and welfare of the citizens of the City of Monroe associated with fire hazards, air pollution, and nuisances created by open burning within the City, the Monroe City Council finds that open burning within the City must be regulated and controlled.
