The severity of the water shortage shall be determined primarily by the criteria set out in § 56.03, as it relates to the number of days of water supply remaining in the city’s system. It shall be the responsibility of the city’s Water Resources Director to monitor all components of the water supply system and determine when a shortage exists. The following stages are defined:
