(A) The Town Council shall have the power and authority to regulate and control the display of signs and notices within the corporate limits of the town.
(B) Residents of the town, whether real property owners or tenants, shall be entitled to advertise any temporary sale of personal or household items or goods, commonly known as a garage sale or porch sale, by placement of not more than two signs within the boundaries of the lot or parcel of ground upon which the sale is or will be held, and the signs not to exceed 24 inches by 24 inches in size, to be unlighted and to be displayed for a period of time not to exceed 72 hours.
(C) It shall be unlawful for any person to place any sign, notice or advertisement in a manner as to obstruct or block the view of any vehicular traffic in streets and alleys and, thereby, cause a hazard or threat to public or private safety.
(D) It shall be unlawful for any person to place a sign, notice or advertisement for the sale of goods or services therein, in front of any residence, unless the Town Council shall first have approved the use of the sign or the use of the residence is not inconsistent with the provisions of the county’s zoning ordinance.
(E) (1) The use of mobile, lighted arrow signs in predominantly residential areas of the town on a temporary basis is hereby restricted to 12 consecutive hours and the sign shall not be lighted after 9:00 p.m.
(2) The signs shall, in no event, be used permanently in any residential district.
