In the absence of provision to the contrary, all fees and charges for the licenses or permits shall be paid in advance at the time application therefor is made to the clerk.
When a business is commenced after the expiration of a part of the license year, an annual license for the balance of the year will be issued for a proportionate part of the annual fee. (Ord. 203, 1-16-1978)
