10-4-11: MINIMUM STANDARDS FOR REQUIRED UTILITIES AND STREET AND LOT IMPROVEMENTS:
   (A)   Public water: Per Illinois environmental protection agency (IEPA) and city specifications, and connected to the water distribution system of the city. All fire hydrants shall be spaced to provide coverage for all buildings within a three hundred foot (300') radius of a hydrant. The fire chief of the Momence fire protection district or his designee may require additional hydrants where deemed necessary.
   (B)   Public sanitary sewers: Per "Standards For Sewer And Water Main Construction In Illinois", as published by the Illinois environmental protection agency (IEPA) (current edition).
   (C)   Primary thoroughfares: In accordance with the official city standards 1 .
   (D)   Secondary thoroughfares: In accordance with the official city standards 2 .
   (E)   Streets: In accordance with the official city standards 3 .
   (F)   Street lighting: In accordance with the provisions of title 4, chapter 7 of this code.
   (G)   Streets along development boundaries, and streets connecting development with existing improved street system: Cross sections as determined by the city engineer and the plan commission. Constructed per the official city standards 4 .
   (H)   Alleys: Per the official city standards 5 .
   (I)   Lot and street grading: Per plans and profiles approved by the city engineer.
   (J)   Drains, storm sewer system and other drainage improvements: Per the official city standards. See title 7, chapter 9 of this code, and the plans and specifications approved by the city engineer and the plan commission. Shall include access to each lot for storm sewer connection either to the main street storm sewer system or to a supplement system. All streets shall be provided with inlets and underground drainage facilities having a design capacity adequate to carry off surface water falling or coming onto the streets in the duration storm specified in the official city standards. Sufficient inlets shall be provided so that no pavement is designed to allow water to drain across the crown of an intersecting street or is carried in the gutter for more than the distance specified in the official city standards. Storm sewer systems shall be constructed per the official city standards. The proposed storm sewer system shall be approved by the city engineer.
   (K)   Combination concrete curb and gutter: Per the official city standards 6 .
   (L)   Concrete valley gutter: Per the official city standards 7 .
   (M)   Pavement base: Per the official city standards 8 .
   (N)   Wearing surface: Per the official city standards 9 .
   (O)   Driveways: Per the official city standards 10 .
   (P)   Street trees: Three inch (3") caliper, forty feet (40') to fifty feet (50') apart per city specifications.
   (Q)   Sidewalks: Per the official city standards 11 .
   (R)   Pedestrian walkways: Per the official city standards 12 .
   (S)   Landscaping: Per the official city standards 13 .
   (T)   Street name signs: Per the official city standards 14 . Street name signs shall be located at all intersections. Regulatory signing as per the city engineer.
   (U)   Telephone and electric service: In rear or side lot easements.
   (V)   Gas: In street planting strip.
   (W)   Cable/pay TV: In rear or side lot easements.
   (X)   Lot grading: Per neighborhood drainage plan.
   (Y)   Storm water control: The city mayor and city council require that all improvements "conform with local, state and federal authorities which have jurisdiction over the subdivision"; therefore, the design for storm water control shall conform to the drainage and floodway provisions of title 9, chapter 14 of this code and title 4, chapters 5 and 6 of this code.
   (Z)   General: Any damage done to the city infrastructure system at the time of construction shall be repaired to the satisfaction of the city engineer or the appointed city official.
   (AA)   Enforcement: The building inspector of the city is charged with the responsibility to enforce the provisions of this title.
All plans and specifications for utility and street improvements shall be prepared by and certified by an Illinois registered professional engineer. (Ord. 455, 4-21-1997)
