10-4-1: GENERAL:
In laying out a subdivision, the subdivider shall conform to:
   (A)   The zoning ordinance and all other applicable ordinances of the city.
   (B)   The official plan and official map, as amended, of the city.
   (C)   Applicable laws, rules and regulations of the state and county and fully constituted agencies thereof.
   (D)   In all instances where a requirement of this title is similar to or in conflict with other provisions of the city, township or county ordinances, rules or regulations, the most restrictive shall apply and prevail.
   (E)   The subdivider shall improve any existing platted road adjacent to the proposed subdivision. The road may be under the jurisdiction of the county, township or city. This improvement shall conform to the design specified in this title for the type of road specified. The subdivider will be required to construct these improvements for the half of the road adjacent to the proposed subdivision. The remaining half of the road may be improved by the agency having jurisdiction, or a subdivider adjacent to the road on the opposite side of the road, and these improvements may be constructed at a later date.
