A final plat of subdivided land shall meet the following requirements:
(A) General Requirements: All plats shall be legibly prepared as follows:
1. On reproducible Mylar not larger than twenty four inches by twenty eight inches (24" x 28"), or divisible into parts not exceeding twenty four inches by twenty eight inches (24" x 28").
2. With waterproof, nonfading, black ink on a scale not greater than one hundred feet (100') to an inch. The scale used shall be indicated on the plat graphically and in letters.
(B) Map And Engineering Information: The final plat shall show correctly on its face:
1. The name or names of the owners of the property;
2. The name of the registered land surveyor who prepared the plat and the date thereof;
3. The legal description of the property subdivided;
4. All monuments erected, corners, and other points established in the field in their proper places, including the corner of all lots; the material of which the monuments, corners, or other points are made shall be noted at the representation thereof or by legend;
5. The exact length and bearing of the exterior boundaries, the boundary lines of all blocks, public grounds, streets and alleys, and all lot lines, except that when the lines in any tier of lots are parallel, it shall be sufficient to make the bearings of the outer lines on one tier thereof; easements shall be shown by centerline and width when lines are parallel to a boundary; otherwise, boundary bearings and distances shall be shown;
6. All blocks consecutively numbered or lettered in alphabetical order; the blocks in numbered additions to subdivisions bearing the same name shall be numbered or lettered consecutively through the several additions;
7. All lots in each block consecutively numbered;
8. The exact width of all easements, streets and alleys;
9. All river or stream shore meander lines established by the surveyor in accordance with chapter 5 of this title, the distances and bearings thereof, and the distance between the point of intersection or such meander lines with lot lines and the ordinary high water mark;
10. All building setback lines, including setback lines on corner lots;
11. Accurate boundaries and legal descriptions of any areas to be dedicated or reserved for public use, with the purposes indicated thereon, and of any area to be reserved by deed covenant for the common use of all property owners in the subdivision;
12. Date, scale, and north arrow.
(C) Name, Location And Position: The name of the plat shall be printed thereon in prominent letters and shall not be a duplicate of the name of any plat previously recorded in Momence, Illinois. The following information relating to the position and location of the subdivision shall be shown on the plat:
1. The location of the subdivision by government lot, quarter section, section, township, range, and county noted immediately under the name given the subdivision;
2. The exact location of the subdivision indicated by distances and bearings with reference to a corner or corners established in the United States public land survey;
3. Where provisions are made for access from any subdivision to any river or stream, the plat shall show the area over which access is provided to the river or stream;
4. The names of adjoining streets, state highways, and subdivisions shown in their proper location;
5. Abutting street and state highway lines of adjoining plats shown shall be given also.
(D) Roads And Public Spaces:
1. The name of each road or street shown on the plat which is to be dedicated shall be printed thereon in prominent letters, and be labeled "hereby dedicated".
2. All lands reserved for public use except roads and streets shall be clearly marked "Reserved for Public Use".
(E) Site Conditions And Topography:
1. All existing buildings and structures;
2. All watercourses and drainage ditches;
3. Boundary of any floodplain area or zone, or area subject to flooding, as determined in accordance with this code for special flood hazard areas. See title 4, chapter 5 of this code.
(F) Documents To Accompany Final Plat:
1. To entitle a final plat to be recorded, such certificates as are required by law shall be lettered or printed legibly with black durable ink or typed legibly with black ribbon;
2. Restrictive covenants shall accompany the final plat;
3. Certification by a registered surveyor to the effect that the plat represents a survey made by him, that the monument and markers thereon exist as located and that all dimensions and details are correct;
4. Notarized certification, by the owner or owners of the dedication of streets and other public areas;
5. Approvals by county authorities as required;
6. A statement signed by the subdivider setting forth the public improvements he proposes to make in the subdivision;
7. Construction drawings and specifications, including profiles, cross sections and details as applicable, of all public improvements, reflecting improvements record must accompany the final plat submission. Elevations shall be referred to USGS datum. (Ord. 455, 4-21-1997)
