This title is adopted for the following purposes:
(A) To ensure sound, harmonious subdivision development and community growth, and to safeguard the interests of the home owner, the subdivider, the investor and the city.
(B) To prevent scattered development beyond existing public utilities and prevent excessive development costs.
(C) To conserve the value of buildings placed upon land, provide the best practicable environment for human habitation, and to encourage the most appropriate use of land throughout the city and the adjacent unincorporated jurisdictional area. (Ord. 455, 4-21-1997)
